:Since you are already done with the plenum pull, you might as well delete it. If you have emissions you might delete it, but leave it in place for the visual inspection. :You can pass emissions with it deleted.
Do you know of anywhere that sells a bypass kit to do it cleanly? Here in New Jersey we have a low mileage exemption - if car is driven less than 3,000 miles a year you can get a "special" inpection sticker. Also I think that a 21 year old vehicle can be considered "classic" and avoid the inspection process all together - I hope
